China has proposed adding 40 technologies across artificial intelligence, biotechnology and solar energy to its list of restricted or prohibited exports, seeking greater oversight of strategically important innovations.
The proposal includes 23 AI-related technologies, covering large models, intelligent agents and computing clusters. Authorities are also introducing interim registration requirements for relevant technology exports while the draft undergoes consultation.
China’s Commerce Ministry said the measures were prompted by the expanding use of these technologies in sensitive fields and were not directed at any specific country.
The proposal comes amid intensifying US-China competition over advanced technology, with Washington already imposing restrictions on exports of sophisticated AI chips to China.
Public consultation on the proposed changes runs until November 15. The final rules could affect international technology transfers, licensing agreements and companies seeking to expand AI and clean-energy operations overseas.
